To vote absentee by mail, you must complete a request form. You may contact the Dubuque Auditor’s Office to request a form be sent to you. To be sent an absentee ballot by mail, the Dubuque Auditor’s Office must receive your Absentee Ballot Request form by 5:00 pm on Monday, October 20, 2025 (15 days before the Election). In-person absentee voting is available in the Dubuque Auditor’s Office and for most elections at the Election's Annex during regular business hours (8:00 am - 4:30 pm). Absentee voting in-person starts on Wednesday, October 15 (20-days before the election). The deadline for in-person absentee is 5:00 pm on the Monday, November 3, 2025. |

Eligibility
In order to hold office in the city, a candidate must be an eligible elector, meeting the same qualifications required to vote and be a resident of the city. Nomination papers may be picked up at the City Clerk's Office.
Nominees must be obtained at least 25 signatures. Candidate filing begins on Monday, August 26 and ends with papers due at City Clerk's Office, 340 1st Avenue E, by 5:00 p.m. Thursday, September 18, 2025.
